Scope

What's public, and what's not.

These utilities contain only public framework content (CCCS, ITSP.10.171, ITSG-33, Kubernetes upstream documentation) plus a community usability layer. Northfleet's bundle protocol, attestation chain implementation, and audit trail emission logic remain proprietary and are not on GitHub. The bundle format spec is the only artifact of Northfleet's product that is public.
